| What would calf exercises do for my calves? |

I have very big calves. They are at least 14" around and I'm only 5"1!
Do you think calf exercises would just make them bigger with more muscle?
I know I can't spot reduce, but what do you think calf exercises would do to my calves?
I have a feeling the my calves are one of the first places to gain and the last to lose!

somebody who has never run before who starts running would develop more muscular (bigger) calves. If you don't have a desire to further develop your calves I wouldn't focus my attention on working them out.
If the issue is fat, just lose fat everywhere by creating a deficit and the loss will come from the calves (and everywhere else) in a pattern pre-determined by your genetics

I've started to run a bit, but what exercises don't make bulkier calves?
Does running also make thighs bulkier?

yes they can develop your quads too
You should look at some pictures of marathon runners. Sure they have calf and thigh muscles but there's hardly anything of them. These are compact (you might prefer the word 'toned') muscles.
I wouldn't imagine that swimming would develop your calves at all
